Create a quote

Creates a foreign exchange quote for a currency pair, returning the exchange rate and the sell/buy amounts. Quote requests are synchronous and do not move funds. To use the quoted rate, pass the returned quoteId as fx.quoteId when creating a payment, and do so before expiryDateTime.
